User Story 7 (BE): Incident Data Persistence & Management¶

Story: As a Backend System, I want to save and index report data, so that administrative users can review and act on them.

• In-Scope: S3/Cloud storage for media, Database schema for reports, API for report retrieval.
• Out-of-Scope: Admin Dashboard UI (separate epic).
• Acceptance Criteria (AC):
  1. Store media files with unique, non-guessable IDs.
  2. Index reports by timestamp, category, and geolocation for fast querying.
• DoD: Database migrations run, Unit tests for storage logic pass, Security headers verified.
