User Story 3 (FE): Incident Categorization & Text Details¶
Story: As a Citizen, I want to select a category and add a brief comment, so that the authorities can quickly route my report to the correct department.
- In-Scope: Dropdown menu for categories, character-limited textarea, character counter.
- Out-of-Scope: Rich text formatting (bold/italics).

Acceptance Criteria (AC):
- Dropdown must include: Pothole, Street Light, Accident, Harassment, Waste Management.
- Character counter must update in real-time (e.g., "45 / 250").
- Textarea must be resizable/scrollable as per wireframe.

Validation Rules: * Comment: Max 250 characters.
- Category: Must be selected from the predefined list.
- Error Messages: "Comment exceeds 250 characters," "Please select an incident category."
- DoD: UI matches wireframe, Accessibility (Aria-labels) verified.
